Velu Samy says that there are enough evidence to prove that Indian Intelligence Agencies and few other Indian politicians such as Dr. Subramanian Swamy (a close friend of Rajiv Gandhi) had prior knowledge about Rajiv Gandhi's Assassination, therefore they are the one who must be responsible for Rajiv Gandh's death.
